Energy Explosion not gaining experience

I am a lvl 21 Fire mage and I have a lvl 3 Energy explosion spell.  The spell indicates that it can advance to higher levels but I am not gaining any experience when using it.

Can the spell advance past lvl 3 or should it read that I have mastered the highest level of the spell in the spell description?

I would recommend that someone take a look at the ingame text on the lvl 3 spell for this one then.  Mine shows that I can advance to another level.  It says 0/147 exp.  

On another lvl 3 spell that I have, it says I have mastered the highest level of the spell.
