and the dragon vale monsters can drop low lvl necklaces/amulets but can still get like ias/iscs 3 off them

Elites, bosses, and pandora box you might get them, just dont hold your breath, some people have opened thousand of boxes and never got any jewlery good or bad :|

Ias Necky varies between servers and amount of Ias, they usually cost alot, lol.

lol not only gm's can use eternal rings. ive actually gotten enough to compose for a ring twice now, no luck, but they are achievable. and btw there are 5 fragments you can find, you only need 4 of the 5 to attempt a 4% chance.

you could have found them by opening the pandoras box 1-5 and they will pop up now and again. but thats because of the event.
