ok...since i am Chinese..may be i can help about this...
first of all..that msn address locate at china cause it's .cn
i can translate most of that Chinese but that's not the biggest problem...
the biggest problem is china use simple Chinese not traditional Chinese...and i just can see traditional Chinese...

First off, when you enter the group you can do a /who to see who is online...next, you can type /open and you will see an accept button or decline, hit accept...when the sid panel opens on the right, you go to the top and there will be 5 buttons in Chinese, click on the second one and it will show you all the members...

Everyone in there speaks english, at all times...

The buttons in the right panel are in Chinese so just play with them to see what they do...

When they open up, its all English...

Also on the first page of this thread Engputer provided you all with the list of commands...use them and all will be well...

They are as follows...

/open - Open the control panel.
/view - Views the last 100 messages.
/new - Creates a new group.
/all - Check friends.
/who - Lists who is online.
/nn (name) - Changes your name that everyone sees but you. eg. “/nn John“, others will see you as John when you talk.
/p (number) - Blocks all messages coming to you for the certain value, the value is in minutes.
e.g “/p 60“ would block chat for 60 minutes (without quotation marks).
/quit - You will quit this group.

I'm having trouble accessing the chat.
When i first add chinese characters appear. I have absolutely no idea what those characters mean and typing anything in english gets the same repetitive response.
The / command doesnt work either.
I'm using Windows Live Messenger.
Any help on this would be greatly appreciated.

ok when you first add the contact to your msn list, a conversation with a bot will occur. the sentence is basically asking you to write an apllication message for joining the group in 20 words.

after you have done that, it will say that request is being processed or something along that line

Who was the guy who thought, Ah, Let's make the MSN group in chinese because most of our players are chinese? When in fact the game has been translated into MWO just because english speaking players were supposed to be able to play it, now i find this a little contradicting..

Anyway i tried everything of the above, and nothing worked i always get the same reply,
